Brazilian Chamber Approves ‘Airport Friend of the Pet’ Seal

The Transport and Communications Committee of Brazil’s Chamber of Deputies approved a bill establishing the “Aeroporto Amigo do Pet” seal for airports that provide dedicated spaces for pets, such as areas and bathrooms for dogs and cats. Relator deputy Cezinha de Madureira (PL‑SP) said the seal is “an instrument of incentive and appreciation of good practices, allowing airport operators to publicise initiatives aimed at the well‑being of companion animals.”

The measure replaces a prior proposal (PL 1496/23 by deputy Bruno Ganem) that would have made pet facilities mandatory in new concession contracts, a requirement the relator argued could raise costs for concessionaires and ultimately be passed to users. The new bill makes the seal voluntary, with the executive branch tasked with defining criteria and incorporating the seal into the Brazilian Aeronautics Code (Law 7.565/86). The proposal still must pass the Constitution and Justice Committee and be approved by the full Chamber and Senate before becoming law.
