Brazil's Monetary Council approves Fies Empreendedor and Desenrola Adimplentes credit schemes
The Conselho Monetário Nacional (CMN) approved two resolutions to regulate newly created credit programmes aimed at expanding financial inclusion in Brazil.
The Fies Empreendedor line targets students and former students who are up‑to‑date on their FIES loans, offering credit at an annual interest rate of up to 11.19% (8.94% for financial institutions plus 2.06% for Union‑provided resources). Repayment periods may reach 60 months for individuals and 96 months for companies, with grace periods of up to six months for physical persons and twelve months for legal entities. Banco do Brasil and Caixa Econômica Federal will operate the programme.
The Desenrola Adimplentes line is designed for people without formal employment or social‑security benefits to renegotiate outstanding debts. The Union can allocate up to R$ 3 billion, with financing split 70 % from the Union and 30 % from the public banks. Union funds earn 1 % per year, while the bank portion follows the Selic rate (14.25 % at the time of approval). The same two banks will act as agents, passing resources to participating financial institutions.
Both measures seek to stimulate entrepreneurship among compliant borrowers and to provide a pathway for debt regularisation, addressing high delinquency rates and tightening credit conditions in the Brazilian economy.
