Brazil's Congress to Simultaneously Review 2027 Budget and LDO

The Brazilian National Congress will analyze the 2027 Budget (LOA) together with the 2027 Budget Guidelines Law (LDO) after missing the July 17 deadline for LDO approval. The mixed Budget Committee (CMO), chaired by Deputy Domingos Neto (PSD‑CE), will conduct the joint review in August, with a concentrated voting period scheduled for 10‑14 August and again 31 August‑3 September, coordinated by Senate President Davi Alcolumbre and House President Hugo Motta.

The LDO draft projects a minimum wage of R$ 1,717 for 2027 (a 5.9% rise), inflation of 3.04%, real GDP growth of 2.56%, an exchange rate of R$ 5.47 per US $, and a basic interest rate of 10.55%. Because the LDO was not approved before the LOA submission, the executive will draft the budget using its own rules, a situation highlighted by budget‑consultant Bento Monteiro.

Municipalities are also preparing for the 2027 budget cycle; the city of Itabuna will hold a public hearing on 13 August to present its LOA and collect citizen input online until 25 August.
