Brazil's CVM sees 20% jump in pending cases after early-year paralysis
The Brazilian securities regulator, the Comissão de Valores Mobiliários (CVM), was effectively halted during the first quarter of the year, judging no cases and imposing no penalties while only two of its five directorates were staffed. As a result, the number of judgments fell from 94 to 49 compared with the previous year, and fines levied in 2025 amounted to 511 million reais, roughly half the 2024 total.
During the same period, the backlog of pending cases grew by 20%, reaching 99 cases. The suspension prompted Supreme Federal Court Minister Flávio Dino to declare a “grave institutional crisis” at the CVM and to guarantee the regulator 70% of the resources it collects. The appointment of Otto Lobo as CVM head, nominated by President Luiz Inácio Lula da Silva, was delayed until May due to a dispute with Senate President Davi Alcolumbre. The government later announced new positions within the CVM and requested flexibility in the use of its funds.
