Brazil's DF Governor Celina Leão faces hospitalisation and controversial mental‑health bill

Governor Celina Leão (PP) of Brazil's Federal District has drawn attention for two separate issues. A draft law (PL 2367/2026) proposing involuntary hospitalization of people experiencing homelessness is moving through the Legislative Chamber. Psychologist Pedro Costa warned that the bill, which markets itself as "humanised" care, actually promotes social hygiene, institutionalisation in therapeutic communities, and links to real‑estate speculation, describing it as "more hygienism, manicomialisation and fostering the industry of madness in the Distrito Federal."

In the same period, Leão was admitted to Hospital Santa Lúcia twice within a month. At the end of May she was treated for a pneumothorax and underwent drainage. On 17 June she returned with chest pains; doctors diagnosed sinusitis, treated her, and she was discharged the same day, prompting the cancellation of an official event at the Legislative Chamber.
