Brazil's Distrito Federal Legislature passes homeless aid law and recognises deaf sports

The Legislative Chamber of Brazil's Federal District approved two bills on 30 March. The first, Project Law 2.367/2026, creates a District Policy of Humanised Reception and Integral Attention for people experiencing homelessness. It replaces the 2020 law, defines homelessness based on field assessment, guarantees access to health, social assistance and education without requiring identification, and limits involuntary hospitalisation to exceptional, medically‑certified cases with a mandatory report to the Public Prosecutor within 72 hours.

The second measure, Project Law 666/2023, formally recognises Deaf Sports as a matter of significant sporting and social interest in the District. Sponsored by Deputy Rogério Morro da Cruz (PSD), the bill highlights that over 111 000 residents have some degree of hearing loss and aims to promote inclusion, physical development and autonomy for deaf athletes, as well as to support their participation in national and international competitions. Both bills now await the governor's sanction or veto.
