Brazil's Electoral Court issues new voter manual and tightens online content rules

Brazil's Superior Electoral Court (TSE) has released a comprehensive voter manual for the 2026 general elections, consolidating key rules on documentation, prohibited conduct such as the use of mobile phones inside voting booths, and accessibility measures. The resolution also calls for a series of educational materials—videos, reports and a printed and digital guide—to inform citizens about campaign financing, propaganda, biometric voting and other electoral procedures.

A recent study of municipal communication during the October 2024 election cycle found that all Brazilian capital city websites remained online, but 17 suspended informational content and 15 temporarily deactivated social‑media profiles. The analysis highlighted concerns over deep‑fake technology and the potential for misleading political messaging, prompting calls for stronger surveillance and clarified legal limits on public communication during campaigns.
