Brazil's TSE keeps 2022 campaign spending caps and enforces new election rules
The Tribunal Superior Eleitoral (TSE) voted unanimously to retain the 2022 campaign‑spending ceiling for the 2026 general election, keeping the Special Campaign Financing Fund at R$ 4.9 billion. The court said the limits provide stability, preserve balance among parties and protect inclusion policies for women and Afro‑Brazilian candidates.
Effective 30 June, new electoral regulations ban pre‑candidates from hosting radio or TV programs and set a legal ceiling on institutional advertising by federal, state and municipal bodies – six times the average monthly spending of the previous three years. Breaches can lead to fines or cancellation of candidacies. The rules aim to prevent misuse of public resources and media exposure before the official campaign period.
In July, TSE president Kassio Nunes Marques will meet major digital platforms to discuss cooperation on misinformation and the removal of AI‑generated “deep nude” content that could target candidates. The court also organized a July 10 orientation event in Amazonas for parties and federations, launching an electronic guide on electoral propaganda.
These coordinated actions form the legal framework shaping Brazil’s 2026 election landscape.
