Brazil's electricity sector faces overhaul amid costly energy transition

Brazil's power system is approaching a critical point, with analysts warning that the current regulatory model could lead to a collapse before 2030. The shift to a renewable‑heavy mix has created structural problems such as high curtailment – about 20% of potential renewable generation was wasted in 2025 – and rising electricity tariffs that now contain roughly 40% of sector charges and taxes. A comprehensive reform is urged, with a plan to begin in the 2027 political cycle, restructuring planning, operation and commercial rules.

Petrobras chief Magda Chambriard echoed these concerns at the Lisbon Energy Forum, stressing that a just energy transition will be expensive. She estimated roughly R$ 1.2 billion will be needed over the next 25 years and questioned whether it is reasonable for Brazil to devote more than half of its national investment to replace its primary export product. She also linked the pace of transition to global oil price dynamics, noting that a resolution of the Gulf conflict could restore oil prices near US$ 60 per barrel, affecting the country's energy strategy.
