Brazil's Federal District court suspends Pontão do Lago Sul concession renewal

A judge of the Federal District's 2nd Public Treasury Court, Daniel Eduardo Branco Carnacchioni, issued a preliminary injunction halting the renewal of the concession contract for the Pontão do Lago Sul recreational area. The decision follows a popular action brought by former governor Rodrigo Rollemberg, former security chief Ricardo Cappelli, and other public figures, alleging procedural irregularities in the proposed 30‑year extension granted by Terracap without a new bidding process. The magistrate cited the CGDF Technical Report No. 02/2022, which documented partial non‑fulfillment of contractual obligations, abandonment of facilities, urban‑planning breaches, and the concessionaire’s failure to submit required audit reports. The ruling blocks any extension of the current contract until further judicial review, while also ordering that the district governor be cited as a defendant only if evidence of direct involvement emerges. Terracap announced it will await formal notification before responding.
