Daniel Vorcaro’s delation proposals rejected, PF seeks his return to Papuda

The Federal Police (PF) has rejected a second delation (collaboration) proposal from Daniel Vorcaro, the former owner of Banco Master, citing that the material offered no new information beyond what investigators already possess. The rejection was communicated to Supreme Court Justice André Mendonça, the case’s rapporteur, who is awaiting a response from the Attorney General’s Office (PGR) before deciding on a request to transfer Vorcaro from his current detention in the PF’s Superintendence in Brasília back to the Federal Penitentiary Complex at Papuda.

Vorcaro remains in preventive detention as part of Operation Compliance Zero, which probes a multibillion‑real fraud scheme that involved the sale of falsified credit portfolios from Banco Master to the regional public bank BRB. The investigation also implicates former BRB president Paulo Henrique Costa, whose own delation request is pending. The scandal has sparked broader debate on Brazil’s financial‑system governance, the role of the Deposit Guarantee Fund (FGC), and the need for modernized supervisory models.

Authorities continue to assess whether any further cooperation from Vorcaro could justify a more lenient regime, but investigators assert that the evidence already collected is sufficient to pursue criminal charges without a delation agreement.
