Brazil's MPF launches nationwide probe into alleged R$735 million Fundeb misallocation

The Federal Public Prosecutor's Office (MPF) opened a coordinated investigation into possible irregularities in the application of roughly R$735 million of Fundeb (Fund for Maintenance and Development of Basic Education) resources transferred by the Union to municipalities between 2021 and 2025. Preliminary data from the SIOPE system show that about R$615 million may have been misapplied in the mandatory early‑childhood education share and around R$119 million in the required capital‑expense share. The Brazilian Constitution obliges at least 50 % of the VAAT complement to be directed to early‑childhood education and 15 % to capital expenses, but the data indicate non‑compliance.

Prosecutor Niedja Kaspary said the main objective is to ensure the funds are used for the expansion, maintenance, qualification and structuring of basic education. The MPF will pursue material restitution, negotiate adjustment terms with municipalities and, if necessary, file judicial actions. The investigation is being coordinated with the Chamber of Social Rights and Administrative Oversight of Acts, and prosecutors across the country have been instructed to verify possible diversion of purpose or misuse of the resources.
