Brazil’s FNDC launches pledge for candidates to protect democratic communication
The National Forum for the Democratization of Communication (FNDC) will unveil a "Carta de Compromisso" on Saturday, the 1st, urging all candidates and pre‑candidates for the 2026 elections to publicly commit to safeguarding democracy and democratic communication in Brazil.
The document contains 20 concrete proposals, including: investment in free, national‑origin digital applications to lessen reliance on foreign tech firms; a ban on privatizing the Federal Data Processing Service (Serpro) and the social‑security data agency Dataprev; new rules for artificial‑intelligence systems that prohibit high‑risk uses such as widespread facial‑recognition surveillance and that address racism; strengthened protection for journalists and communicators, especially in conflict zones; enforcement of Article 54 of the Brazilian Constitution to prevent politicians from owning radio or TV concessions; and measures to reinforce the public broadcaster Empresa Brasil de Comunicação (EBC) with adequate budget, editorial independence, public‑service hiring and the re‑establishment of its curatorial council, as well as the expansion of a national public‑communication network.
The full text will be read at the São Paulo Journalists Union, and the first campaigns that sign the pledge will be announced at that event. Over 500 civil‑society organizations across Brazil are affiliated with FNDC and support the initiative.
