Brazilian Foreign Minister Mauro Vieira summoned by Congress over US terrorist label of gangs

The Chamber of Deputies' Foreign Relations Committee approved a request to summon Foreign Minister Mauro Vieira for clarification on the United States' designation of Brazil's Primeiro Comando da Capital (PCC) and Comando Vermelho (CV) as foreign terrorist organizations. The motion, led by deputy Evair de Melo (Republicanos‑ES), also seeks an explanation of the ministry’s assessment that the classification could open the possibility of U.S. military action on Brazilian territory.

In response, the Ministry of Foreign Affairs warned that the U.S. designation might permit administrative, judicial and, potentially, forceful measures against Brazilian entities, while the U.S. State Department dismissed the risk as “absurd” and reaffirmed that any military actions are the purview of the Department of Defense. The Senate’s Foreign Relations Committee has issued a similar invitation, but no date has been set for the minister’s testimony.
