Brazil's gas sector faces regulatory clash over pipeline access

The Fórum do Gás, representing gas market agents and users, issued a manifesto urging the National Agency of Petroleum, Natural Gas and Biofuels (ANP) to open a public consultation on non‑discriminatory access to gas‑pipeline and processing infrastructure. The group also called for a commission to investigate alleged anti‑competitive conduct and highlighted delays that hinder market opening and the Union gas auction.

Separately, Pré‑sal Petróleo SA (PPSA) withdrew its request for mediation with Petrobras over revisions to access contracts for the pre‑sal pipeline system (SIE/SIP). Negotiations remain unresolved, with the Ministry of Mines and Energy backing regulatory reforms while Petrobras opposes regulated access. The stalemate postpones discussions at ANP and threatens to delay the upcoming gas auction, affecting industrial consumers across Brazil.
