Brazil's Health Ministry addresses SUS financing and contractualization at CONASEMS

On Tuesday, 14 July, the 39th Congress of the National Council of Municipal Health Secretaries (CONASEMS) in Porto Alegre hosted a seminar on “Contractualization in SUS: planning, legal instruments and municipal management challenges.” Representatives from the Ministry of Health and municipal officials discussed how contractualization can structure health‑care networks and highlighted financing as a central issue for the Unified Health System (SUS), especially for specialized care.

Deputy Secretary for Specialized Care, Carlos Amilcar Salgado, said planning must precede contracts, stressing the need to identify network needs and set clear outcome targets. The Ministry warned that sustainable financing will be crucial in coming years. Additional panels covered the integration of specialized and primary care, the role of epidemiological surveillance in reducing avoidable deaths, and strategies to improve vaccination coverage through regional planning and micro‑planning tools.

The discussions aimed to guide municipalities in strengthening health governance, improving service integration, and ensuring the long‑term viability of SUS funding and delivery.
