Brazil's INSS rolls out new loan rules and July 2026 benefit payments

The Instituto Nacional do Seguro Social (INSS) announced several policy updates for 2026. From 19 May 2026, consigned loans granted by the INSS must use mandatory facial‑biometric verification and follow revised margin limits introduced by Law 15.327/2026 and the provisional measure that created the “Desenrola Brasil” scheme. The new rules aim to curb fraud and improve security for retirees and pensioners.

The INSS also released the July‑August 2026 payment calendar for retirees, pensioners and BPC/Loas beneficiaries. Payments begin on 27 July for those receiving up to one minimum wage and end on 7 August for all other beneficiaries, with the date determined by the final digit of the benefit card number.

Additional measures were detailed: lower contribution rates of 5 % or 11 % are available for low‑income workers, domestic workers and micro‑entrepreneurs; the agency started analysing over 400 requests for a special pension for children orphaned by femicide; it reiterated that withdrawals of benefits after the holder’s death are prohibited and may lead to civil or criminal liability; and a Superior Tribunal de Justiça (STJ) decision requires banks to refund unauthorized consigned‑loan deductions, with refunds potentially reaching up to R$1,280 per beneficiary.
