A legislative proposal (PL 1947/26) aims to eliminate specific credit‑card margins for retirees and pensioners, keeping the overall debt‑to‑income limit at 45 % but applying it only to loans, financing and leasing. Separately, the government reduced the payroll‑loan margin for retirees from 45 % to 40 % in May 2026, with a plan to lower it by two points each year to 30 % by 2031.
Beneficiaries who began receiving benefits after May 2026 will receive their 13th‑salary payment in November 2026, according to the INSS schedule.
