Brazil's INSS imposes 30‑day deadline for biometric registration of millions of beneficiaries

The National Institute of Social Security (INSS) in Brazil has issued new rules requiring beneficiaries of certain programs to complete biometric registration within 30 days. The mandate applies primarily to retirement claims, the Continuous Benefit (BPC) and prison‑aid benefits, using fingerprints, facial or iris data collected in person at an INSS office. Failure to comply may be treated as a withdrawal of the request, leading to termination of the analysis and the need to start a new application.

Exemptions include people over 80, migrants, refugees, stateless persons, those living abroad, individuals unable to travel for more than 30 days due to health or disability, and residents of hard‑to‑reach areas. The INSS also accepts existing biometric records from the National Identity Card (CIN), voter registration (TSE) and driver’s license (CNH), aiming to curb fraud, improve identification accuracy, and speed up benefit delivery for millions of Brazilians.
