Brazil's INSS Outlines 55‑Year Retirement Options and New Facial Validation Rule

Brazil's National Institute of Social Security (INSS) explains that retirement at age 55 is no longer generally permitted under the current system, but exceptions exist for specific groups such as workers with disabilities, who may qualify earlier under special provisions. The institute also notes that individuals who met the pre‑reform requirements before November 2019 retain their acquired right to retire under the older, more favorable rules, and transitional measures such as the points system and contribution “toll” can allow earlier retirement for some contributors.

Starting January 2027, INSS will require facial biometric validation for the disbursement of disability benefits and survivor pensions, affecting roughly 40.7 million monthly benefits worth more than R$ 47 billion. The measure aims to curb fraud and improve security, with exemptions for the oldest beneficiaries, those with mobility limitations, residents abroad, and people in hard‑to‑reach areas. Beneficiaries lacking existing biometric data must obtain a new National Identity Card to continue receiving benefits.
