Brazil's Lula government faces delays in infrastructure and defense projects

The Tribunal de Contas da União (TCU) reports that the majority of works under the Novo PAC program remain unfinished, with only a small share completed, many still in execution and a significant number not yet started. Thousands of public works across Brazil, especially in education and health, stay halted due to planning, execution and monitoring problems.

In the defence sector, the government has yet to sign key contracts for new equipment. The Brazilian Air Force still lacks a replacement for the retiring A‑1 AMX, while the Navy’s Tamandaré‑class frigate programme has no signed agreement for four additional ships. Similar gaps affect artillery, drones and armored vehicle procurements, highlighting broader budgetary and decision‑making shortfalls.
