Brazil's Lula signs law establishing framework for 2027 Women's World Cup

President Luiz Inácio Lula da Silva signed Law 15.421/2026, creating the legal framework for Brazil’s hosting of the FIFA Women’s World Cup in 2027. The legislation sets rules for ticket sales, visa issuance, public security coordination, and commercial rights, granting FIFA exclusive control over branding and merchandising around official venues. It authorises the Union to declare national holidays on match days and requires public and private schools to align their mid‑year calendars with the tournament period.

The law also provides a historic R$ 500 thousand payment to each member of the pioneering Brazil women’s squads that competed in the 1988 FIFA Women’s Invitation Tournament and the inaugural 1991 World Cup, with payments to heirs if a player is deceased. The tournament will be staged in eight cities—Belo Horizonte, Brasília, Fortaleza, Porto Alegre, Recife, Rio de Janeiro, Salvador and São Paulo—expecting over three million spectators and a record R$ 4.2 billion investment. Beyond sport, the law aims to promote gender equality, improve safety for female fans and athletes, and leave a lasting social and economic legacy.
