Brazil's National Cybersecurity Governance Model Presented to Senate

During a public hearing of the Senate's Science and Technology Committee, Marcelo Malagutti, executive secretary of the National Cybersecurity Committee (CNCiber), presented a governance model for Brazil's cyber‑security framework tied to Bill 4.752/2025, which would establish the Cybersecurity Legal Framework and the National Program for Security and Digital Resilience. The proposal outlines a National Cybersecurity Authority (ANCiber) that would set general rules, while sectoral regulators develop specific regulations. It also creates a Council of Cybersecurity involving the legislative, judicial, public prosecutor, state and municipal branches, and a National Cybersecurity Center to monitor attacks in real time. Participation in the National Program would be voluntary for public and private entities handling critical infrastructure. TelComp executive Luiz Henrique Barbosa supported the draft, stressing that responsibility must extend across the entire data chain—from telecom operators to cloud providers and IoT devices—and called for a cooperative reporting mechanism between public and private sectors.
