Brazil's NR-1 Regulation Expands Workplace Mental Health Protections
The updated Norma Regulamentadora 1 (NR‑1) took effect on 26 May, requiring Brazilian companies to formally identify, assess and prevent psychosocial risks such as abusive targets, excessive workloads, moral or sexual harassment, and chronic stress. The Ministry of Labor will monitor compliance, offering an initial 90‑day advisory period before imposing fines or other penalties. In 2025 more than 546,000 workers received disability benefits for mental‑health disorders, underscoring the urgency of the change. Union representatives stress that effective enforcement and collective worker action will be crucial to avoid the rule becoming a mere paperwork exercise.
The regulatory shift has also entered cultural discourse, inspiring the novel “Infinitos Passos de Ana,” which uses a two‑millennium fictional narrative to reflect on burnout and the relentless pressure of modern work.
