Portugal launches €1,075 higher‑education incentive grant, delays new scholarship formula
The Portuguese government announced a €1,075 incentive scholarship for the most financially vulnerable university students, to be paid automatically from the September 2026 intake. The grant will support students in the first year of enrolment; in later years it will be conditional on achieving a final ranking within the top 25 % of their cohort.
At the same time, the broader overhaul of the scholarship allocation system – which would calculate aid based on the real cost of studying in a given locality and household income – has been postponed. Minister of Education Fernando Alexandre said the necessary legislative and administrative conditions were not yet in place, moving full implementation to the 2027/2028 academic year. The Ministry of Education, Science and Innovation (MECI) will roll out the new social‑action system gradually, beginning with the 2026/2027 school year, and will provide an online simulator to help students and families estimate their future support.
