MPF charges naval repair firms for illegal waste dumping in Rio's Guanabara Bay
The Federal Public Ministry (MPF) filed a criminal complaint in Federal Court against Selano Trade Reparos Navais Ltda. and PSA Reparos Navais Ltda. for environmental crimes in the Caju port area of Rio de Janeiro. The companies operated a ship‑repair yard without the required environmental license from February 2018 to February 2025, storing and abandoning hazardous waste—including oily residues, liquefied petroleum gas cylinders and other dangerous substances. The illegal disposal allowed part of the waste to reach the waters of Guanabara Bay, causing irreversible damage to the ecosystem. MPF is seeking a minimum fine of R$ 1.45 million, representing about half of the estimated illicit revenue from the operation. The investigation began after an inspection by the State Environmental Institute (Inea) in February 2025, supported by the Environmental Protection Police (DPMA). A forensic report from the Carlos Éboli Institute of Criminalistics confirmed the lack of licensing and numerous irregularities in waste management.
