Brazil's road concession firms lead global rankings as private network expands

Brazil's highway concession sector has become a focal point for international investors. Six of the ten largest private road operators worldwide rely on assets in Brazil, with domestic groups Motiva and EPR holding 100% of their portfolios in the country. The privately managed road network grew from 23,200 km to over 32,000 km between 2020 and 2025, and the Ministry of Transport plans 13 auctions this year. States such as São Paulo, Minas Gerais, Mato Grosso and Rio Grande do Sul are advancing multibillion‑real‑investment projects, attracting European firms like Vinci, Abertis/Arteris and Sacyr.

ABCR president Marco Aurélio Barcelos said, "Brazil is on the lips of foreign investors, especially Europeans." The sector also sees technological upgrades; tolls on roads such as the SP‑248 (Rodovia Pedro Eroles) now use electronic payment systems like Sem Parar and ConectCar, reducing congestion and improving revenue management. These developments position Brazil as the most attractive market for road concessions worldwide.
