STJ reinstates sanctions on 107 Brazilian medical courses over low Enamed scores
The Superior Tribunal de Justiça (STJ) has overturned a previous injunction from the Tribunal Regional Federal da 1ª Região (TRF-1), reinstating precautionary measures imposed by the Ministry of Education (MEC) against 107 higher education institutions. These sanctions target medical courses that demonstrated low performance in the 2025 National Exam for the Evaluation of Medical Training (Enamed).
The penalties for the affected institutions include the suspension of student funding through Fies and Prouni, a reduction in authorized student spots, and a halt on new entrance exams and selection processes. The MEC stated that these supervisory actions are essential to ensure the quality of medical education and protect the public's right to services provided by well-trained professionals.
The Enamed exam, administered by Inep, is a mandatory evaluation conducted every six months for graduating medical students. In the 2025 evaluation, 107 out of 351 medical courses received insufficient scores (levels 1 and 2). The Brazilian Association of Higher Education Maintainers (ABMES) is currently reviewing the decision through its legal counsel.
