BC RCMP inquest issues recommendations for vulnerable prisoner care

A jury in a BC Coroners Service inquest has issued eight recommendations following the 2016 in-custody death of 58-year-old Patricia Ann Wilson at the White Rock RCMP detachment. The non-fault-finding inquiry focused on improving the care of vulnerable prisoners.

Five of the recommendations are directed at RCMP E Division. These include reviewing methods to ensure prisoner reports adequately address wellness and physical needs. The jury suggested making certain information mandatory, such as required medications, known or suspected substance dependence, and potential withdrawal risks.

Additionally, the jury recommended that the RCMP improve how they identify and categorize vulnerable prisoners who may require enhanced monitoring, clinical assessment, or alternative placement. Key factors for consideration include medical vulnerability, substance use, and changes in physical or cognitive presentation.

Other recommendations involve improving prisoner logs to accurately record food and fluid intake, medications, and physical checks, as well as implementing a documented shift-handover process to communicate medical concerns and care instructions.
