British Columbia deficit ends fiscal year $3.2 billion below budget

British Columbia’s deficit for the 2025/26 fiscal year ended at $7.7 billion, which is $3.2 billion lower than originally budgeted. The total provincial spending for the year exceeded $94.9 billion.

Finance Minister Brenda Bailey attributed the lower deficit to a combination of factors, including a one-time $2.561 billion tobacco settlement and better-than-expected economic growth. Additionally, the province experienced “slippage” in its capital spending plan, where only $11.4 billion was spent out of a budgeted $15.4 billion. This slippage, caused by labour shortages and supply-chain disruptions, included delays in education, highways, transit, and health facility projects.

While the lower deficit appears positive, Bailey noted that the $4 billion in capital spending slippage will carry over into future years. The province is implementing a “repacing” strategy to deliberately manage project timelines and control costs.
