British Columbia updates driver licensing and road safety enforcement

British Columbia has implemented changes to its Graduated Licensing Program (GLP). As of October 19, 2026, the province has eliminated the second road test required for graduation. Instead, eligible novice drivers will qualify for a Class 5 licence through a Driving Record Assessment. This new process includes a 12-month period of strict restrictions, such as zero blood-alcohol and zero blood-drug-content requirements.

In separate enforcement news, the BC Highway Patrol is utilizing “ghost cruisers”—unmarked police vehicles—to monitor highways. Recent enforcement near Prince George resulted in vehicle impounds for excessive speeding in construction zones. Authorities noted that high-speed violations in these areas pose significant risks to highway maintenance workers.

Additionally, the BC SPCA and local regional districts are issuing seasonal safety guidance. The BC SPCA is advising pet owners to manage noise and toxic candy risks during Halloween, while the Regional District of the Central Okanagan is encouraging residents to compost pumpkins and properly recycle flexible plastics to reduce landfill waste.
