British Columbia implements new driver licensing rules
Starting October 19, 2026, British Columbia is modifying its Graduated Licensing Program (GLP) by replacing the second practical road test with a Driving Record Assessment. This change aims to simplify the licensing process and reduce barriers for drivers in rural, remote, and Indigenous communities.
Under the new system, eligible novice drivers can upgrade to a Class 5 licence with restrictions, including a 12-month zero blood-alcohol and zero blood-drug-content requirement. For drivers aged 25 and older, eligibility requires 12 months of safe novice driving following a minimum nine-month learner stage. Drivers under 25 must demonstrate 24 months of safe driving, or 18 months if they have completed an approved GLP course.
ICBC stated the update aligns B.C. with evolving road safety practices in other jurisdictions. The agency cited research suggesting that a clean driving record can be a strong predictor of safety. Drivers with road tests scheduled on or after the implementation date will have those tests cancelled and will receive email instructions regarding next steps.
