Broulee Ridge housing proposal sparks debate in Eurobodalla Shire

Eurobodalla Shire councillors have deferred a decision on a controversial 685-lot residential development proposal at Broulee Road. The project, submitted by Brightway Development Group, seeks to rezone 125 hectares of agricultural and environmental conservation land to enable a mix of housing types.

The proposal includes 293 compact lots for first-time buyers and downsizers, 35 permanently affordable homes, 35 build-to-rent units, and 70 homes for key workers. In exchange, the developer has offered a Voluntary Planning Agreement (VPA) to fund community benefits, such as walking and cycling paths, public land, contributions to the Tomakin sewerage treatment plant upgrade, and an indoor sports stadium in Moruya.

Community opinion remains divided. Supporters argue the development addresses the local housing crisis and provides downsizing options for retirees. Opponents express concerns that the project would destroy the coastal village's character and increase the population from approximately 1,947 to 3,454. Because the proposal does not comply with the current council planning framework, councillors have requested a supplementary report within 90 days to investigate why staff now recommend the proposal after a previous 800-lot plan was refused in 2024.
