Urban services and mobility restrictions across Latin American cities
Various urban services and mobility restrictions are in effect across several Latin American cities for late September 2026.
In Bogotá, Colombia, residents face multiple disruptions. The Empresa de Acueducto y Alcantarillado de Bogotá has scheduled water service interruptions in 11 localities, including Puente Aranda, Candelaria, and Fontibón, due to maintenance and repairs. Additionally, Enel Colombia is conducting power outages in several neighborhoods such as Bosa, Suba, and Usaquén. Mobility is also affected by scheduled public demonstrations in areas like Chapinero and Teusaquillo, as well as the weekly 'pico y placa' vehicle restrictions.
In Quito, Ecuador, the 'pico y placa' system remains active, restricting vehicles with license plates ending in 1 and 2 during morning and evening hours to reduce congestion.
In the Mexico City and State of Mexico metropolitan area, the 'Hoy No Circula' program restricts vehicles with yellow stickers and license plates ending in 5 or 6 from circulating between 5:00 and 22:00 hours.
In Bucaramanga, Colombia, roadwork on Carrera 21 will begin in early October to remove bicycle lane separators and recover a vehicle lane, a project expected to last approximately one and a half months.
