Budapest District I proposes strict Airbnb regulations
The Budapest District I Municipality has released a new draft regulation for short-term apartment rentals following a September referendum. In the referendum, 58.6 percent of the 4,503 participating residents supported a total ban on short-term rentals, with support reaching 66 percent within the Buda Castle area.
The draft proposal suggests a complete ban on short-term rentals in the Buda Castle district starting January 1, 2028. For the rest of the district, existing apartment building accommodations would require the consent of the building's residents to continue operating from 2028 onwards.
To allow for a transition, accommodations currently registered in the World Heritage-protected Castle Quarter by December 31, 2026, could continue operating until the end of 2027. The municipality intends to implement stricter monitoring and significant fines for violations. Proposed fines include 200,000 HUF for individuals and entrepreneurs, and 2 million HUF for legal entities or organizations. Violators could also face a temporary 45-day closure of the accommodation. The municipal council is expected to make a final decision in November.
