Budva leads Montenegro's municipal debt at 13.03 million euros

Montenegrin local governments reported a total of 48.48 million euros in outstanding obligations as of the end of June 2026. A significant portion of this debt is concentrated in a few municipalities, with Budva, Ulcinj, and Cetinje accounting for approximately 68.1 percent of the national total.

Budva holds the highest level of unpaid obligations at 13.03 million euros, followed by Ulcinj with 10.51 million euros and Cetinje with 9.47 million euros. Together with Rožaje, which owes 5.73 million euros, these four municipalities represent nearly 80 percent of all recorded municipal debt. Other notable debtors include Bar, Herceg Novi, Bijelo Polje, and Pljevlja.

Nearly half of the total debt, amounting to 23.25 million euros, is attributed to debt repayments. Current expenditure obligations total 15.40 million euros, of which 9.20 million euros is designated for gross salaries and contributions. Additionally, 2.75 million euros is related to reprogrammed tax debt.
