Buenos Aires City Revises Teacher Statute, Adding 90% Attendance Rule

Mayor Jorge Macri announced a comprehensive reform of the Buenos Aires City Teacher Statute, to be implemented gradually from 2027. The changes require teachers to maintain at least 90 % classroom attendance to qualify for the highest performance grades (“Muy Bueno” or “Sobresaliente”).

The reform also sets a minimum two‑year tenure for titular teachers before they may request transfers or swaps, aiming to curb the roughly 20 % of educators who change schools each cycle. Annual contests will fill vacancies, alternating between base and leadership positions, and the weight given to seniority in promotion scores will be reduced. Greater emphasis will be placed on university degrees, post‑graduate studies and master’s qualifications, while categories such as “antecedentes pedagógicos” are being removed.

Direct‑orship and supervisory roles will now require a licence in Educational Management or a comparable field. A digital rubric with a five‑point performance scale will be used for teacher evaluations. The measures are intended to stabilise teaching teams, improve continuity of school projects, and strengthen professional development.
