Buenos Aires launches security operation in 15 informal settlements
The government of Buenos Aires, led by Jorge Macri, executed a large-scale security operation named ‘Tormenta Negra’ across 15 informal settlements (villas) and popular neighborhoods. The deployment involved over 1,500 police officers and control agents conducting vehicle and person checks, inspecting commercial premises, and removing abandoned vehicles and debris from public spaces.
While the administration stated the goal is to ‘reinforce security and continue working on the ordering of public space,’ the operation has drawn intense criticism. Church leaders, educators, and human rights organizations like CELS have expressed concern, alleging that the deployment stigmatizes poverty and results in arbitrary detentions and the seizure of tools used for work. Critics argue the intervention focuses on policing rather than addressing structural social needs, with some describing the approach as discriminatory.
Political figures have also condemned the move, labeling it an ineffective use of resources that targets vulnerable populations. The operation included various agencies such as the City Police, Transit and Transport, and the Government Control Agency.
