Buenos Aires legislators propose two-teacher classroom model
A new legislative proposal in the Province of Buenos Aires seeks to implement the “pareja pedagógica” (pedagogical pair) model, where two teachers share responsibility for the same group of students. Introduced by Deputy Luciana Padulo of Fuerza Patria, the initiative aims to improve learning outcomes, particularly during critical literacy stages and school transitions.
The project proposes a progressive rollout, prioritizing first and second grade of primary school, the transition from kindergarten to primary school, and the move from sixth grade to secondary school. Priority would also be given to schools in socio-educational vulnerability contexts.
The proposal addresses declining school enrollment, which is projected to drop by 30.5% in primary education between 2025 and 2030 due to a significant decrease in birth rates. To manage this, the bill suggests amending Article 21 of the Teacher Statute (Law 10.579) to allow for the reassignment of teaching positions. This would enable teachers from shrinking classes to be repurposed into pedagogical pairs, ensuring job security while enhancing classroom support.
