Buenos Aires mandates three-year-old preschool education

The Legislature of the City of Buenos Aires has unanimously approved a law making three-year-old preschool education mandatory. The new regulation aims to strengthen access to learning opportunities and support integral child development.

The law, which will take effect in 2027, mandates that all children be guaranteed access to an educational vacancy. To facilitate this transition, a two-year period has been established to adapt the educational supply, improve infrastructure, and provide necessary budgetary resources. This period will also include the integration of children currently attending Early Childhood Centers (CPI), Child Development Centers (CeDI), and other registered assistance institutions into the official educational system.

The Ministry of Education will serve as the implementing authority, tasked with prioritizing school infrastructure expansion and strengthening both initial and continuous training for early childhood educators. The measure also seeks to provide flexible attendance options, such as single or double shifts, to accommodate the needs of families.
