Argentina's Buenos Aires Province proposes 15% cap on foreign land ownership
Three deputies of the Unión por la Patria bloc in the Buenos Aires provincial legislature – Facundo Tignanelli, Noelia Saavedra and Cintia Romero – have introduced a bill that would limit foreign ownership of rural land to a maximum of 15 % of the province’s total area and no more than 15 % in each of the 135 municipalities. The proposal also creates a Provincial Register of Rural Lands to ensure transparency and to identify the ultimate beneficiaries of any transaction.
The draft law establishes special safeguards for “strategic territorial protection zones”, including hydrographic basins, wetlands, natural reserves, horticultural belts and areas dedicated to family agriculture. Transactions involving foreign persons or companies in these zones would require prior authorization and could be rejected if they threaten food sovereignty, water access or local community roots.
The initiative counters the national government’s plan, led by President Javier Milei, to deregulate land sales and remove existing limits on foreign ownership. A recent Zuban Córdoba poll found that 77 % of Argentines support limiting foreign purchases of land. Senator Alejandra Vigo (Córdoba) has announced she will vote against the national bill, and the national leadership of the Unión Cívica Radical has urged its senators to reject the project. In Misiones province, an independent report shows that 11.29 % of the territory – more than 325,000 ha – is owned by foreign capital, mainly the Chilean forestry group Arauco.
