Juanes Osaba seeks to drop debt certificate for Buenos Aires driver licenses

Deputy Juanes Osaba of the libertarian block La Libertad Avanza introduced a bill in the Buenos Aires provincial legislature to amend article 8 of Provincial Traffic Law No. 13.927. The proposal would eliminate the requirement of a "libre deuda" (certificate of no outstanding traffic fines or taxes) as a prerequisite for initiating, renewing, or duplicating a driver’s licence. Fines would continue to be payable through judicial or administrative channels, but they would no longer block the issuance of a licence. The bill argues that the current practice turns a traffic‑safety procedure into a coercive revenue‑raising tool that harms drivers without improving road safety. Under the draft, authorities could only inform applicants of pending fines, without preventing the licence from being granted. The state would retain its powers to collect unpaid fines through legal means.
