Buenos Aires real estate group proposes social rental regime

The Colegio de Martilleros y Corredores Públicos of Buenos Aires has submitted a legislative project to create a Social Rental Regime aimed at facilitating housing access for low-income families. Presented to provincial deputy Héctor Rubén Eslaiman, the initiative seeks to reduce initial entry costs for tenants.

Under the proposal, eligible tenants would be those whose monthly rent does not exceed the basic salary of Category 20 of the Provincial Public Administration. Key measures include the elimination of real estate agent fees for these contracts—shifting the cost to property owners—and the reduction of expenses related to property registry reports. The project also suggests revising tax valuation caps for stamp tax exemptions and providing free signature certification mechanisms.

Luis Colao, president of the Colegio, stated that the goal is to create a segmented assistance scheme involving the State, owners, and professionals to help those currently limited by market conditions. The proposal includes fiscal incentives for owners who bring properties to the rental market.
