Bulgaria allocates over €1 billion for urban development and just transition

Under the “Regional Development” program, Bulgaria has earmarked more than €1 billion for urban development and a just transition toward a climate-neutral economy.

Approximately €400 million is designated for urban investments, provided as long-term loans available until the end of 2029. This funding will be accessible to 50 municipalities—comprising 10 large and 40 medium or small urban municipalities—to support green infrastructure, energy efficiency, sustainable transport, and the modernization of health, social, and educational facilities. These loans may be combined with non-reimbursable grants.

An additional €600 million is allocated for the just transition, specifically targeting regions most affected by the shift to a low-carbon economy, including Pernik, Kyustendil, and Stara Zagora. Financial intermediaries are currently being selected to facilitate the distribution of these funds to final recipients.
