The initiative for the bilateral discussion follows advice from European Commission President Ursula von der Leyen, who recommended that Mucunski seek dialogue to restore North Macedonia's path toward EU negotiations. The Bulgarian Ministry of Foreign Affairs has accepted the request, describing the potential conversation as part of the regular dialogue between the two nations.

North Macedonian Prime Minister Hristijan Mickoski expressed low expectations for the meeting, suggesting it might only result in an informal 'pull aside' dialogue due to the current diplomatic atmosphere. He emphasized that North Macedonia remains committed to good neighborly relations and its strategic goal of EU membership through dialogue.
