Bulgaria considers block electricity tariffs for households
The Bulgarian government is considering the introduction of a block tariff model for household electricity consumption. Under this proposed system, a base amount of energy would be charged at a lower rate, while consumption exceeding a specific threshold would be taxed at a higher price.
Included in the government's management program, the initiative aims to protect energy-poor households and encourage energy efficiency. An impact analysis is scheduled to be completed by April 2027, with the potential implementation of the new pricing model as early as July 1, 2027.
Energy expert Ivan Hinovski noted that while the measure promotes social justice by ensuring those who waste energy pay real prices, the effectiveness of the policy depends on the precise calculation of the consumption threshold. He warned that the limit must be high enough to accommodate low-income households that use electricity for heating to avoid placing them in the higher-priced bracket. Former Social Minister Lydia Shuleva added that the threshold should cover basic needs for all households, ensuring that high-consumption users, such as those heating pools, do not receive unintended subsidies.
