Bulgaria Education Minister maintains school budget model

Bulgarian Minister of Education and Science, Prof. Galin Tsokov, announced that the delegated budget model for school education will remain unchanged due to its effectiveness in teaching school management. However, the Minister noted that the current distribution formula requires adjustments to address flaws that may lead to negative practices, such as inflated grades used to retain students.

Regarding higher education, Tsokov addressed recent legislative changes to the Higher Education Act. The new regulations restrict state scholarships to students enrolled in full-time, state-funded programs. This follows a Supreme Administrative Court ruling that had previously favored scholarship eligibility for part-time and paid students. The Minister stated that the legislative changes aim to correct inaccuracies in the law and that the state will continue to ensure necessary specialists through regulated state plans.
