Bulgaria fuel prices and windfall tax debates continue

Fuel prices in Bulgaria face uncertainty as experts and politicians debate market transparency and potential government intervention. While recent drops in crude oil prices below $100 per barrel have led to some decreases at gas stations, a projected rise in propane-butane prices for October may offset these gains.

Energy expert Ivan Hinovski has raised concerns regarding the lack of transparency in fuel pricing structures, specifically citing Lukoil and the difficulty in determining how fuel mixing and purchase costs influence final consumer prices.

Regarding the debate over a windfall tax, Dimitar Hadjidimitrov of the Association of Bulgarian Fuel Traders, Importers and Carriers noted that Lukoil currently offers some of the lowest prices in Europe. He cautioned against labeling current profits as windfall profits, noting that high earnings in recent months do not necessarily reflect an annual trend.

Politician Zhadko Markov stated that if high fuel prices persist, the state may implement additional targeted measures to support vulnerable groups. He also addressed a proposal for a 33% windfall tax on certain sectors for 2027, emphasizing the need to distinguish between standard profit and windfall profit.
