Bulgaria: Heating bill deadlines and NAP service updates

Bulgarian citizens face several upcoming administrative and financial deadlines. Maya Manolova, leader of 'Izpravi se. BG' and former ombudsman, has warned that August 31 is the final deadline for consumers to contest heating equalization bills. This applies to customers of 'Toplofikacia Sofia' and other heating companies. Manolova noted that after this date, disputes can only be pursued through legal proceedings. She also questioned the calculation methods used for these bills, suggesting they utilized a formula that was not in effect during the heating season.

Separately, the National Revenue Agency (NAP) announced a technological update to its information systems from August 26 to August 31, 2026. During this period, payments via debit and credit cards at NAP offices or through virtual POS terminals will be unavailable. Certain electronic services, such as priority insurance contribution applications and changes to pension fund selections, will also be inaccessible. While electronic services for filing declarations and requests will remain active, there may be delays in processing results. Documents submitted at NAP offices during this window will be processed after August 31.
