Bulgaria launches automated personal bankruptcy register

On 3 August 2026 the Agency for Registrations (Агенцията по вписванията) put into operation the Register of Personal Insolvency, the first fully automated system of its kind in Bulgaria. The launch follows a ministerial order by Justice Minister Nikolay Naydenov, allowing the personal bankruptcy law to be applied in practice and enabling individuals to submit applications for personal insolvency.

The register provides a single electronic case file for each debtor, public transparency and rapid access to services through the Unified Portal for Electronic Administrative Services. Applicants must be good‑faith debtors who have not previously filed for personal bankruptcy, have debts exceeding ten minimum wages and have been unable to meet obligations for more than 12 months. Administrative fees range from €5.62 to €10.23. Agency executive director Eliana Ilieva highlighted that the system operates without manual intervention, automatically recording and publishing filings, and that both electronic and paper requests are accepted for all services.
